Regarding clothes hooks in accessible sanitary areas, what height is compliant with the regulations?
English building regulations concerning access are explained in Document M. In volume II, some images recreate the necessary location of the fittings in accessible toilets, cubicles for ambulant disabled users, changing rooms, shower rooms and bathrooms.

As a summary, we could say that clothes hooks should be set at 1400mm and/or 1050mm above the floor level.
Regarding Ireland, according to page 80 of Building for Everyone - 5. Sanitary Facilities, two contrasting clothes hooks should be provided in all sanitary premises within the range 1050mm to 1400mm (toilet cubicles) or 1050mm to 1700mm (accessible toilets) above floor level.
