To prevent the hook screw to go through the stall or door and get to the other side, these fixing panels should be a few centimetres thick.

If you do not care about the aesthetics in this case, feel free to place the clothes hook wherever is needed despite the thinness. Bear in mind that if the panel is weak, the hook will not support a lot of weight.

As a summary, we could say that clothes hooks should be set at 1400mm and/or 1050mm above the floor level.

Regarding Ireland, according to page 80 of Building for Everyone - 5. Sanitary Facilities, two contrasting clothes hooks should be provided in all sanitary premises within the range 1050mm to 1400mm (toilet cubicles) or 1050mm to 1700mm (accessible toilets) above floor level.
